sys-apps/pkgcore-0.2.6 appears to use DEPEND vs RDEPEND when merging into a $ROOT

I'm sure this is probably a minor oversight. When merging into a ROOT portage uses RDEPEND vs DEPEND unless the DEPEND was not satisfied on the realroot of / pkgcore should probably follow suit.
