pkgcore lacks unit tests for EAPI 1, so at least one obvious EAPI 1 >bug hasn't been found.

Again, specifics, I'll gladly deal with

If the best you've got is "somewhere, someplace... tis broken", I shan't play the game.

Name it (same as I've named the misc paludis bugs which you've blatantly ignored), and I'll address it.

Play games, and... as said, I'll just use this bug as a demonstration of your general ass-hattery.

Reopen with specifics, and I'll gladly add a unit test.

That said, I'm not going to waste my time playing games- so specifics, else leave it closed (and enjoy me referencing this bug as a demonstration of behaviour).

Specifically, your EAPI 1 implementation is broken, and you need unit tests to fix it.

You need unit tests for everything that's changed in EAPI 1. That isn't exactly a long list. And quite frankly, not doing testing is irresponsible.
