pcheck should have a way to have it ignore masked packages

$ pcheck -c pkgcore_checks.stale_unstable -r /usr/portage --arches amd64

shows me stuff that's hardmasked for removal. Obviously it's not going to be a target of stabilization.

pcheck should by default not include masked packages and there should be a flag (i.e. --include-masked) that would include masked packages.

k, as all checks run mostly independently, all checks need a tweak or we need to adapt something to limiters in pcheck.py
